My 16 Year Old Sister Is Out Of Control What Should I Do?

She is doing what she wants my parents the other day brought her home from school drunk she has a different boyfriend everyday and now shes going out with this guy that is 21 and the police told us the they can’t do anything about it because shes not having sex with him and Im not stupid i know shes is my parents found Cigarettes boxes on her school bag the counselor told her if she continues like this they are going to put her a ankle bracelet and she thinks its funny she asked if she could take showers with it and she called the police on my dad and told them that he smacked her which its not true and the whole family is really bad because of her .
shes been on many programs with no success and we don’t know what to do anymore.
Does anybody know any programs that can help her because we don’t want to send her anywhere like nuns place where they correct you.

Call the police, they can take her to a jouvenile detention center. It sucks, but apprently it needs to be done.
